Abstract

In all sectors, whether public or private, the current organizational context is characterized by technological, economic, political, social, and cultural changes, which affect the ongoing relations between countries and companies. In the public sector, the political factor and its political cycles are more present, as well as social and human responsibilities in health allow us to differentiate our study environment from all the others. Currently, during the pandemic phase, according to the need for adaptation and dynamics of the Health Units, this was even more visible. Dynamic capabilities (DCs) need to be renewed to respond to emerging changes in the environment, and organizations must develop their capabilities to sustain good levels of performance. Therefore, CDs play an essential role in the performance of organizations. The main objectives of this study are to study the HC in Health Units during the initial phase of the COVID-19 pandemic, with the objective of developing a mapping of indicators that would allow a more efficient response to the organizational and structural changes of the Health Units, users' needs (whether COVID or non-COVID). This article presents preliminary data from an investigation still ongoing on the topic. As contributions, we highlight how the study helps to identify the relationships between the various capacities, relating the importance of technological capacity, human resources capacity and the special importance given to learning resources (through routine activities).

Jorge Simões is Associated Teacher at the Polytechnic Institute of Tomar (IPT), Tomar, Portugal. He taught at the Polytechnic Institute of Tomar (IPT), on introduction to management and entrepreneurship. His academic background includes a PhD in Management from the University of Beira Interior (UBI) and a master’s degree in management, Accounting and Administration from the University of Minho (UM). Currently, he is the Director of Master Program in Management at IPT. He is a research fellow in Techn&Art (IPT). Author of several scientific papers published in international and national journals with peer review, indexed in global bibliographic databases (Web of Science, Scopus). Eunice Ramos Lopes has an Advanced Training Course in Tourism by the Department of Economics, Management, Industrial Engineering and Tourism from University of Aveiro; a PhD in Anthropology (Specialization in anthropology of tourism, politics and images of Culture and museology) awarded by the New University of Lisbon; a MSc in Heritage and Museology awarded by the New University of Lisbon.
She is an Adjunct Professor at the Polytechnic Institute of Tomar (IPT), at the Management School of Tomar (ESGT). S
Presently, she is the coordinator of the higher education courses of Tourism at the IPT.
She is a member of the I&D Unit in Technology, Restoration and Arts Enhancement Center (TECHN&ART, IPT). Collaborator member at the Network Research Center in Anthropology (CRIA-FCSH, UNL), research unit Governance, Competitiveness and Public Policies (GOVCOPP, UA) of the University of Aveiro and Centre for Tourism Research, Development and Innovation (CiTUR, L)
She is also member of the editorial and scientific boards of a few academic national and international journals, as well member of the organizing and scientific committees of international tourism conferences.
Regularly publishes journal articles, conference articles and book chapters and peer review of various scientific journals.
Research areas include: tourism, cultural tourism, anthropology of tourism, heritage and museology.
