Participatory Governance: Providing Tools for Local Communities to Engage in Tourism Management

Abstract

The participation of local communities in decision-making and governance processes is critical to achieve sustainable management of tourist destinations, particularly as anti-tourism protests continue to emerge across Europe. Despite this, many destinations rely on traditional tourism management models that lack consultation mechanisms, often neglecting the needs and concerns of residents. Additionally, Destination Management Organizations (DMOs) frequently fail to provide effective channels, platforms, or processes for local stakeholders to offer feedback and contribute with suggestions. This study seeks to address these challenges by identifying tools and strategies that promote active engagement of local communities in tourism management. Drawing on a literature review of participatory governance, the results present a comprehensive overview of tools and processes that enable active community engagement in the governance and management of tourism destinations. The findings also underscore the importance of integrating community voices into decision-making processes to enhance the sustainability, equity, and resilience of tourism destinations. Theoretically, this study lays a foundation for further exploration of tools designed to enhance community participation in governance and encourages reflection on how participatory governance can be effectively operationalized to balance the needs of local communities with the demands of the tourism industry. From a practical perspective, the findings emphasize the importance of integrating participatory governance into the operational frameworks of DMOs. Such integration not only enhances resident satisfaction, creating a more welcoming environment for tourists, but also attracts visitors in a more sustainable manner.

Patricia Esteves, CiTUR

Patrícia Esteves holds a Bachelor's degree in Tourism, Leisure, and Heritage (2012) from the University of Coimbra, a Master's degree in Management (2014) from the Faculty of Economics of the University of Coimbra, and a PhD in Human Geography (2025) from the same institution, with the thesis "The Tourist Destination Coimbra: Governance, Tourism Supply, and Local Community." She also completed a Postgraduate Degree in Coastal Tourism, Sustainability, and Culture (2024) at the University of Coimbra. 

Dora Gomes

Dora Gomes is a doctoral student in Tourism at the University of Aveiro, Portugal. With a bachelor’s degree in Tourism and holds a master's degree in Relational Marketing. Currently, she is an active member of the University's Research Unit, GOVCOPP (Governance, Competitiveness, and Public Policies) and researcher at CITUR (Center for Tourism Research, Development and Innovation). The academic pursuits are focused on destination branding, with a primary emphasis on the image of destinations and the interactions between tourists and residents.

Alexandra Lavaredas, CiTUR

Alexandra Lavaredas is a tourism and hospitality specialist with over 20 years' experience in academia, research and industry. She has a PhD in Intercultural Relations, specializing in Film Tourism, and she is a researcher at CITUR and the Polytechnic Institute of Leiria. She has been an adjunct professor at several universities and has extensive experience in the industry, from consultant to entrepreneurship and innovation advisor. She actively contributes to the scientific community with research, editorial roles, peer reviewing and by organizing or participating in international conferences. Her research interests include film tourism, tourism promotional videos, sustainable tourism, destination management, digital tools applied to tourism, cultural identity, cultural relations, and tourism itinerary.

Paulo Almeida, CiTUR

Paulo Almeida - Full Professor in Tourism, PhD in International Marketing, from University of Extremadura. Master in Tourism Management and Development, from University of Aveiro. Degree in Hotel Management from University of Algarve. Is Coordinator Professor at Polytechnic of Leiria, before Dean of ESTM 2014-2022. National Director of research center CiTUR, has published some books and articles in the area of ​​Image of Tourist Destinations, Marketing, Tourism Leisure, Hospitality and Revenue Management and participate in some I&DI projects, PhD and Master Juris and presented some comunications in international conferences.
